For Fully upgraded weapons you will need to already have one either 10+ somber stone or +25 smithing stone max upgraded weapon in your inventory to pick them up.

You wouldn’t need the Shadow of the Erdtree DLC to pick up DLC items, The DLC would not be required to pick them up and are able to get them without the DLC.
